CTAP is a multi-faceted initiative, with programs ranging from local open space planning and enhanced GIS-based information to regional grant writing assistance. A complete list of Year 1 CTAP Programs appears below.

Public Awareness
External Communications Plan

Goal: develop an effective communication approach for CTAP & CTAP messages.

Education
Local Government Cluster Workshops

Goal: provide tailored training to Local Governments.  Topics may include impact fees, capital improvement plans (CIPs), workforce housing, transit oriented development, innovative land use approaches, and open space plans.

Conservation Commission Institute

Goal: provide ongoing education & training support to conservation commissions in the 26 community corridor.

Technical Assistance
Local Government Discretionary Accounts

Goal: provide support for towns that is not covered under other Year 1 programs.  Funds are managed by Regional Planning Commissions and may be spent of a variety of items consistent with the CTAP directive & goals.

Connecting Transportation Planning & Land Use

Goal: develop a plan to integrate transportation & land use planning in and across local master plans & projects. 

Local Open Space Planning

Goal: assist town in developing & adopting open space plans; assist planning boards & conservation commissions prepare open space plans based on Natural Services Network & Natural Resource Inventories. 

Economic Strategic Planning Inventory

Goal: provide baseline data needed to 1) formulate a strategic plan for a sustainable regional economy, and 2) develop strategic regional economic marketing. 

Tools/Models/Resources/Analysis
Enhanced GIS-based Information

Goal: improve or enhance the base level of GIS capabilities for all communities, create updated land-use maps using 2005 aerial photography. 

Community Planning Assessments

Goal: collect baseline information to help communities determine where they are on the planning curve. 

GIS Buildout Analysis & Alternatives

Goal: NRPC is leading a team of four NH Regional Planning Commissions in a standardized buildout analysis of all 26 CTAP communities. The CTAP Buildout Project consists of an analysis of multiple growth scenarios for each community in the I-93 Widening region. The analysis is being conducted using Community Viz Scenario 360 buildout tool and ArcGIS by ESRI. The goal of the project is to give communities in the CTAP region a tool for comparing alternative growth scenarios using buildout as a method.

Natural Services Network

Goal: build upon & thus leverage the work already being completed by the Jordan Institute by supporting the completion of the Natural Services Network.  Program will research zoning, regulatory, and voluntary techniques to promote the protection of the NSN. 

Regional Cooperative Initiatives & Pilot Programs

Regional Grant Writing Assistance

Goal: provide up to 50 hours of professional grant writer service to each community.

Goal: foster the capacity of communities to work collaboratively an on a regional or sub-regional scale.  A secondary objective is to provide communities with an opportunity to access additional CTAP funds in order to address specific growth related needs not covered by other Year 1 programs.
